Define "whining sound"... that could even be drive train related. What makes u think its the turbo? I doubt its the ECU.. even the ones with the bad caps dont cause anything like that.

it just sounds almost like there is to much pressure somewhere and almost like something is working harder then it should be and idk if its the turbo or not i am just worried about it

If maybe you could somehow record this sound, and put it up, it would be helpful. It could very well be something as simple as a hub..

how does the car pull. Does it feel like its boosting at all. Cuz it could be the "death whine" from the turbo. That just means you get to upgrade

thats what i initally thought was damn **** there goes the turbo, i am actually so worried about it that i havent driven the car for three weeks now :( and no when it starts to whine like that it runs like ****, but i know i cant just go out and buy another turbo becuase then i am going to want to go all out and just buy like a turbonetics ball bearing turbo or something like a t78 and then the grueling money spending process would begin. I was hoping for about 700 hp to the wheels with or without nitrous so any suggestions. let me know

if you want 700hp then plan on spending well over 10k . So unless you have that kinda money, better rethink your goals.

actually i do, i have been very lucky growing up and have a lot of people who have helped me plus thats all i ****ing do is work so yeah, this will be my first build though so i have looked up things and have ideas for what brand of parts i want but i really just dont know where to start. i am going to build a garage as soon as winter is over but over the winter i will pry but small things like my blow off valve and just other little things like gauges, turbo timer, boost controller, etc

Take the intake pipe off the turbo and check for excessive shaft play, oil leaking and rubbing between the comp wheel and the housing. Also remove the oil drain line from the pan, crank it up and see if oil drains out of the turbo, might have a restricted orifice.

Did you do any work right before this noise started?  It sounds like an intake leak.  Any loose clamps or holes on the intake side?  Start with the simple stuff

i want to make sure this isn't just typical turbo spool whistle.... does it sound like a whilstle? adding an aftermarket intake will allow you to hear the turbo and BOV mucccchhhhh louder.
