High Idle

I keep having idling problems. My car idles 1500-2000 rpms. Doesn't surge, just won't idle at a particular rpm. I'm thinking tps? I have all new plugs and wires. Check engine light isn't on.

i would say that the biss screw just needs to be adjusted
