Oil in the air filter on 89' Montero

I need to pass smog here in Cali. Montero, 3.0 ,Right now I have oil coming out of the valve cover into the air filter adn into the engine. I have replaced the pcv valve and everything else looks fine. Thanks in advance..

You can take off the valve cover and give it a new fresh sealant coat.

I need to clarify a little bit, I think. The oil is coming out of the top of the valve cover where it connects into the air intake hose.
Then the oil runs down the intake hose and up into the intake.
Since posting last I did a smog pre-test. It Passed! So I had them do the real test not even 10 min. later, and I failed with gross polluter. Now I'm at a real loss any help is appreciated.
