how can u tell if a relay is bad?

You can just swap it w/ a known good relay.

Shake it around a bit, sometimes a blown relay will make a tapping noise (kinda like a peice of plastic broke off inside) when you shake it.

Trial and error man, replace it with another one and see if that fixes the problem
