Two things...one the tires need balanced, second you have a bad rotor/rotors. Cheap thing to do is get the tires balanced, then have a place do a free brake check.

Umm, on the top of the headlight it shows you were to make the adjustments for right to left and up and down. Right below those are the adjusters. You may have caps that sit over the adjusters...

You don't need to remove the tire. Just turn in all the way to the right so you have room. I have big arms and was able to get in there just fine. Otherwise, that's it.
