But then you wouldn't get any benifit from having them on with the high beam anyway, but I agree with you, why wouldn't they just let it be so?

yeah. but you cant turn them off, or on with the high beams on. So even tho they go off when you click the highbeams, as soon as you turn off the highbeams they come back on.

  Yeah I had this same issue with my 04 Lancer Ralliart, the fogs would come off with high beams. I guess they figured you wouldnt use high beams in the fog anyways, since using high beams in the fog can actually reduce your visibility. Maybe this was mitsu's way of covering their butts by not promoting the use of high beams in the fog, a common misconception amongst drivers.

no, the idea is that the lawyers dont want you drawing to much power off the system later down the line, and causing a fire. Thats alot of voltage.
but its my car, and if I want to burn the damn thing to the ground, thats my choice.

Actually that ring isn't there if you get the Xenon light package. For the regualar lights you can have both on like you've described.  So if you get the Xenon light package, there is no way to turn on the fog lights and the headlights.  The fog lights only light up when the headlights are off.
