I just read that unmuffled BOVs are illegal in the States. Is this ture? Have any of you guys had a problem with cops bugging you about your BOVs?

So, having a loud BOV is illegal?  That goes along the lines of having a loud exhaust, so it's a sound ordanance.  I don't think it's a nationwide law, more so a local thing.
I can see this being an issue in Cali, not a law, but an irritation for some.

I'd check with your local law enforcement folks.  It's not nationwide legallity issue though, maybe just local laws/ordinance.
If it was, the bill that the Oahu local gov't tried to pass wouldn't have been an issue and my car wouldn't have passed any of the inspections here.  Not only my car but every other car too, lol.
