He ran a 10.6 with nos, and a 10.8 without..

Follow the steps, don't jump ahead.  There are reasons why RRE put them up in that particular order.
You don't need a new bov as the 1G bov is a highly suggested bov in the DSM budget.  It is also capable of at least 20+ psi if "crushed" correctly.  In stock form it's capable of ~17-18psi.
