I don't think a Cleaner wax would touch tree sap if it's bonded on there and wax is pretty thin, so it doesn't always prevent sticking.

I'd use a bug and tar remover, Goo-gone, or WD-40 would also work...But you'd need to wash and then wax after

maybe try a clay bar.  those are pretty tough.  follow up with a wax.  the wax will keep the tree sap off.

I agree with bnilguy Goo Gone is the $HIT!!!! I use it to take off the residue after removing a vinyl. Cleans up just about anything pretty nice
