ive got a 90 turbo eclipse and when im flooring it the turbo runs great til bout 5 and half grand rpm's then the rpm's keep increasin but its almost like the power doesnt get to the wheels. thts the best way i can explain it. i dunno if its the turbo or if its soemthin else. one of my friends thought it might be runnin rich but i thought i would ask people tht know

Boost leak test is what I and most would suggest in here for you bro

i'm gonna second Silver... get/make a boost leak tester and check it.    also check all or your couplers to make sure they are secure and whole.

 Or you might be hitting fuel cut.  Check your ecu. Is it throwing codes?

Yeah, but he would know when that hit.  Besides that, his car is just running and he doesn't feel it picking up, almost like what the t25 does and drops off at around 5-5.5k.  The motor just rotates and sustains the speed.
I would also suspect an MBC and/or a weak wastegate spring.
