Hey, I have the exact same problem going on with my car now.  2000 eclipse GS 2.4L.
I have tried just about everyting too.  I was going to replace one of the spark plug coils (#4) next because it has some white powery residue on it and a mechanic told me that it could be caused from shorting inside the coil but, now I see that you found a shorted Camshaft sensor.  So, I'd like to know how I can check mine before I replace the Coil?

You cant really check it.. that white stuff is what they used to put them on.. so the guy is an idiot.

If you say your problem is just like this.. and have tried the suggestions listed... then try the CPS

...unless the white powdery stuff was caused by oxidation, lol, pour soda on it.

Screw it! I'm going to go get the camshaft position sensor and put it on.  So, do you guys have any suggestions as far as the correct procedure when changing this sensor? Unplug battery?  Any sort of sealant or gasket needed?  Is anything going to pour out when I remove it?  Ok, let me know what you guys think ok.
