ok, i just wanna say hi at first, and second of all... i just got a 2006 Evo IX SE. Its amazing. I run autoX with it. Well, its my first car with a turbo, and allwheel drive. I'd been an autoX racer with my old car, SVT focus, and it was amazing i might add. Well i'm used to the feeling of a N/A car, no lag... i had a few questions hopefully anyone of you could help me with.

#1. what mods can i do to help decrease turbo lag... just physics would tell me probably lighter parts... like ball bearings or something? but, i dont know that much about turbo's... i can drive like hell, but i just dont know my particular's about turbo's.

#2. with #1 in mind, how easy would it be to get my car around the 360hp-400hp figures?

Any help would be GREAT for me, for i am new to the Turbo world.

your not going to drastically reduce lag.   Lag time is not a huge deal the stock turbo spools in a blink of an eye.   Just do yourself the favor and get a 3 inch turboback exhaust a MBC and a mail in tune and your spool time will increase and you will see about 40WHP added to your car and feel the difference.  

To get the HP figures your looking for it is rather simple,  your turbo is capable of close to that but what would be best is send your turbo to someon like buschur racing and have them upgrade it to a 20g then youll be plenty capible of 360+HP and well over 400HP on Race gas

... i see... Why thank you Yoda. I was just wondering if there was much to do to reduce lag... my friend has a SRT-4, alot slower of a car, smaller turbo, but doesnt really have much lag... i was just hopeing to a set up like that. But hey, i guess i dont have to worry about lag if i can pop 360+ HP outta my little car!

So is there any "kits" that are better then others... and will they all void my 10year/100,000? also, how much would all this cost... My SVT it cost nearly 2 grand just to get MAYBE 20hp...

To lower the lag do what Emonz suggested and get a 3" turboback.  That's 3 piping from the turbo all the way back, simple eh, lol.  This will allow the turbine to spin more freely and thus removing more back pressure.  That's another, less back pressure in a turbo car is what you want.  In an N/A, you need it.
That turboback will help you. 
Honestly though, for a autox car, you don't want a larger turbo because a larger turbo comes with more lag and for autox, that can cost you in time.  Even if you know how to drive around corners.  That's just too much high revving, especially for the stock clutch.
One more thing, don't worry so much about turbo lag, like I said in your other thread.  There are many ways to get past it.  Revving higher, like I previously stated, can and will overcome lag.  Not to mention the 16G is considered a small turbo and if it's anything like a DSM's 16G it's at full boost by 3.2k-3.4k. 
You'll learn how to drive a turbo car, but in the mean time, get how an N/A out of your mind.  It's fogging up your brain .  Turbo cars drive a little different.

2 grand will get you well over 40HP to the wheels if you spend it wisely.   Evos are very easy to make power they take really well to mods. especially the IX.  My car is making in the ballpark of 420HP on 93 and 500HP on racegas with my setup.   Total into the car I have about $8k.   If you want 400HP you could easily do it on a few thousand.   If you want less lag you can strke you motor to a 2.3L that will help to.   Dont take this the wrong way but I am under the impression that you dont even know some of the Evos full capiblities with power??

The only larger turbo I would ever recommend to a AutoX racer is a 20G upgrade which is actually your stock turbo with a new compressor wheel inserted inside it.   So essentially have similar lag times but with alot more power potencial

The last few races i have really started to pull together some good runs because i was getting out of that mindset. I'm pretty good at left food brake'n, it was just i wasnt used to keeping those rev's up and that turbo spooling on down-shift braking corners... Yoda, give me any advice you can throw at me, and who ever else... i'm all about help with my Evo.  So... whats everyone else got done to some of their evo's here...?

For your type of racing get Cams a Ecu flash and a 20G 9 turbo and youll be good to go.  make your goal power reliabley too.
