I have a 92 Montero, my fuel filter was not hard at all and I don't think you need to worry to much about any residual fuel pressure once the engine is off. Taking the fuel filler cap off is a good idea. I do recommend a couple of hose clamp tools that squeeze the hoses on either side of the filter to prevent fuel spillage. An aftermarket repair manual should give easy instructions that will make it safe to do.
