Low temp at normal speeds - High Temp at Idle.

Coolant, hoses, and Thermostat have all been changed yet problem persists. How do I diagnose further?

Dude, check to see if your cooling fan for radiator is coming on at idle when fully warmed up.I have to believe that either your fan motor is not working or switch that tells it to come on is bad. The reason you don't overheat at normal cruising is air flow into radiator while you're moving is usually sufficient to keep things cool. Hope this helps,  Randy
