Faulty fuel pressure regulator?

My 98 Eclipse GS is now having issues.
First When Idle it drops to about 600 rpms almost wants to die and jumps back to 1000 rpms.
Second while driving it is stuttering like its not getting fuel in and when i give more gas its fine till im at a steady speed then stutters again.
Third I can smell fuel like its running rich as a hersheys dark chocolate.
I changed the fuel filter thinking it was clogged, that wasn't it. So correct me if im wrong but is it a faulty fuel pressure regulator? If its not that then is it my fuel pump?

Dose you check engine light come on?

My check engine light came on and stays on and every so often it will start to blink on and off and then stay on again.

when the light is on go get it tested for exp. i took my car when it was doing this to 3 auto zones and they tested it for free. went to 3 just to make sure the same code came up every time. it turned out that i had a bad CPS " Camshaft Positioning Sensor" replaced it and the sputtering stoped along with the light coming on. i suggest you do the same when the light is on its free fast and you will get the car running back to normal in no time.
