No seriously, unplug the battery and step on the brake a few times. The vehicles you may be talking about are OBD2. Although the same method works on OBD2 ecu's, it *completely* resets the ecu. If you're talking about clearing CEL's then you would need an OBD2 diagnostic tool from either the manufacturer or an imitation. But if you want to reset it to the way it came off the dealership lot, just unplug the battery and step on the brakes a few times. Since the 91 galants came with mitsu's obd1 system, you may be able to use the pocketlogger for 1g dsm's to reset CEL's, but the easiest way is to just take off the battery terminal. I am not sure on older cars from the early 80's and such, but i don't see why not?
