If its a high pitched wissle it may be death whine, which means the turbo is on its way out...   Also you could have a boost leak somewhere..  Does it seem like your running at normal boost?  Have you noticed any decrease in power?

Why don't you remove the intake pipe and check?  You'll be able to see any tracks on the inner walls of the intake pipe, you'll be able to move the wheel around.  Bro, don't make guesses, just go check.

One more thing, do you turbo time it or do you just shut it off after driving it around?  Do you routinely change the oil at or around 3k?  Do you use the correct oil or do you use cheap oil?  You could have caked up oil in the passage way of the turbo.  What kind of car is this and the turbo?

You can see the wheel..  Check the wheel and see how much shaft play you have and also check the condition of the fins.

Once you remove the intake (your car should not be running by the way), move the compressor wheel up, down, in, and out.  If the wheel moves enough to touch the inner walls of the compressor housing, bad news.  If the compressor wheel moves in and out to the point that you hear it click, bad news.  If it's flopping around, it's time for a new turbo.

Was it a millimeter guys?  I vaguely remember that universal specs for wheel movement was a millimeter or something really, really tiny.

Btw, welcome to the tuner world

Are you sure the squeel is from your turbo. And is it more of a fluttering?
