i dont think so, just the rev limiter.. they might but i am thinking no

Yes the 2005+ have a 5000 RPM "launch limiter"  which is a 2 step.   Most people flash and bump them to 6100rpms or so.  the 2003 and 2004 dont they just rev up to the limiter which is at 7400 and that is way to high to launch from.

ok i have an 06, so if i rev it that high it should bounce off the rev limtiter correct?

Yes reving it from a stop should have it bounce of the launch limiter at 5000 rpms like emonz said. You can try it, it wont do any harm to your car. But dropping the clutch from that will if you dont do it right. Correct me if im wrong mike but wasnt part of the reason for them installing the launch limiter in the 2005+ was because of the t-case issues they were having from people launching it too high, so it was kinda a safety measure more than anything?

thats good to know about the 03 evo's not having a launh limitor. Here's a question for you , can jester tunning or ams when doing a reflash put the 2 step in there ?

actually sebba no its not. To answer your question, yes when they do a reflash they will typically put a 2-step at whatever rpms you want. I think emonz got his at like 5500 or 6k
