For vacuum leaks, spray around the intake manifold w/ a can of 2+2 and see if the rpms rise a little.  If it does you got a leak. Also check to see of you harmonic balancer isnt coming aprt.  Just a few ideas.

I'm not exactly motor tech savvy here. So help me out here. Its not a vacuum leak but where do i find the harmonic balancer?? Does anyone know how to adjust the idle ~ lancer cedia 2001

The harmonic balancer is the crank pulley, and for adjusting the idle u might want to buy a haynes manual.

I think his transmition is bad if not where the transmition is bolting on the engine check if all the bolts are in place or let someone engage the vehicle for u in lets say drive and observe from the top whether transmition opens up if it does then u gota try and close it in or else it may shake when moving out or give a loud vibration .
