On a mediocre tune, what is the max torque at the wheels that stock engine internals can safely handle? I know it varies but an estimate would be great.

Between 400-450 max.

Thats a fair guess.   Stock bottom can hld around 530HP  Personally I wouldnt go over 500 but it can.  so  400-450ft lbs is fair guess
