I see IAC/FIAV blockoff plates on Ebay, what are the pro's and con's of doing such.  Would this be a decent fix for the high idling issues I have on a previous post?

No dont do it. You will end up with more idlling problems. Like blocking the FIAV will cause you to have idle problems at cold start where the FIAV is supposed to be working. Your car will want to die out. Removing and blocking these components off is really only good for cars that are built up with a good ammount of mods. It is not a solution to an idle problem
