I wouldnt say that.   they are ok cars.  nothing to write home about really though.  They are still honda made which many here hate lol plus it is still FWD which if you want fast lets face it FWD is the wrong wheeldrive

Thats true, but i'm also on a cash limit. By the end of the summer, i'll have around 12k tops.

Lemme tell you now. ANYTHING can happen. I picked up a GSX shell for $500.  With $12k I could about have my project done right now! lol. You can pick up an Eclipse GSX or pick up a plymouth laser (awd model) or eagle talon (awd model).  If you're forced to go with single axel power, pick up a ford thunderbird Turbo Coupe.  It has the 2.3L turbo engine and they make some dawm good power off of stock components.  I've seen a fellow run low 10s with a slightly modified engine, and a small holset turbo.

I'm looking for a newer car.. AWD preferably. Evo VIII and IX are quite expensive, so any other suggestions?

You aren't going to find anything "newer" for cheap that is awd. At least I can't think of anything. What's your big deal about wanting "newer" anyways? You're going to be doing an engine build anyways right?

I can only do so much on the engine on my own, not the most experienced mechanic. My brother is really good with engines, might give me a hand.
