Eclipse 03 Turn signals and Emergency Flashers not working

I have a 2003 Mitsubishi Eclipse GTS.  I bought it with the turn signals and emergency flashers not working.  A local auto shop did a test on the car and said that they were left off at the ETACS (Electric Time and Alarm Control System) unit now working (controls the keyless entry, alarm, dome light turn on when car unlocked, turn signal flash when car unlocked, and the timing for the flashers).  My auto shop told me that they could not get one, and a Mitsubishi dealer would have to.  I ordered one for 300 dollars or so, and when I installed it tonight, the turn signals still would not work.  The bulbs and fuses are fine.  I have no idea what to do now, and am getting very frustrated.  Any help would be GREATLY appreciated.  Thanks.

Where is the relay for it located? What does it look like?  Thanks.

Check the manual. Its under the hood in the fusebox... but Im not sure which one.

It doesn't say in the manual or on the fuse boxes.  I've tried looking online also.  Thanks

Sorry, its not really a relay per se... thought it was the same as the 2g...
