Definitely the Mud guard first as it will help with the rock ship issue on the bottom of the door But that's just me !!

The mud gaurds because of how much crap gets kicked up and chips your paint. I use to have tons of crap stuck all down the side of my car until I got the flaps. Its alot better now.

I guess I must live in a pretty suburban area, I don't really have any chips from rocks on the sides of my car. Just on the hood. :(

If money was no option, I would pick the rims and tires.

I, too, would agree with the mud guards.  Next would have to be a hood deflector.
