those valves bent the split second that belt broke ..not when trying to start it ...
are you sure he put the belt on correct one tooth of it runs like crap.....
I have seen it many times bought a few cars cheap that way too check the belt job ...bring the car home have someone else look at it .....
if thats the case a HEAD IS NOT THAT BAD 89's hold up pretty good but if you can't get the whole job done for under 700 forget about it
Hard lesson to learn evry 60k change the belt OR 5 years time wears things just as bad as use

timing belt - 
if you've got that many probs from a broken belt, weigh the cost of the repairs vs. replacing the car. heads can be expensive to repair.
