welcome aboard  yes you can add power locks & windows. if you don't want to carry a bunch of remotes make sure the alarm you go w/ has universal relays for the door locks (if your concerned about keyless entry) for an inexpensive car alarm I have used bulldog they are not bad and some are completely upgradeable. They also make a pretty cool talking alarm ( I've been tampered with I've been tampered with) fun but not upgradeable crimestopper is a decent inexpensive alarm system too ( completely upgradeable for around $100)

looks like on jcwitney.com (the first site I went to because I knew the carried this stuff) the top bulldog alarm is 129.99 and a powerlock/window conversion is 249.99 and they have good but not great prices so I'd call this an average. madmat38123.4699189815

skip the door and window options and you can xpect $40-100 depending on what options you want ( that's discounted prices retail higher)

BestBuy has always been pretty good in low prices for car alarms and power locks combos.  Atleast in my area.  On my first talon, they did a complete installation of locks and alarm for about $230 and they used a Sidewinder System.  They discontinued the Sidewinder and carry a lower quality system now for the about same price.  However, power windows might cost you a little bit more.  You can get the relays and motors from a GS or GST/GSX, the wires for everything is already there in the car, and just install them yourself.  But that's a job for a true electrician.  OEM electrical stuff is hard to figure out sometimes.
