I have a 94 GT 3000 - Great car except latley the elctrical system is wigging out on me.
I am just driving along at night, all of the sudden the voltmeter jumps to maximum 16 Volts, and all the lights inside and outside go really bright for about 5 to 10 seconds. When I have the high beams on, it blows the bulbs on the high beams only though.
My mechanic replaced the alternator and the battery with a new one. It still happens.
if anybody has any idea what this could be please let me know.
I would appreciate it.

First off the new member section isn't the place for this question. Second I'd look into some type of resistor or something going bad. Perhaps a voltage regulator? Some cars have them built into the alt some have them seperate. There are a few things it could be. But you took it to an actual shop and THEY didn't get it fixed? Sounds like they didn't even really troubleshoot... Just threew parts at it and hoped the problem would go away...
