Is a front mount intercooler better than regular intercooler? For example in a 98 Gst Turbo?

If you have a stock turbo it wont make all that much difference... get a better turbo then do it.

The stock turbo adding a FMIC may actually lose power because the T25 doesnt flow very well

i was just wondering if you want to put a bigger front mount (for example: megan racing large intercooler)... do you have to modify the front dumper
