Are they just for show or are they actually functional? I would like to put on on my car but it seems like it would just create more drag being that there is a hole left inbetween the roof and the top of the scoop. Just wondering.

unless you are rally racing in the sahara. hood scoops however do allow more airflow to the engine. roof scoops = looks

Will a roof scoop slow me down any and are there dangers of it flying off while going down the road?

slow down.... um slightly... supposed to be for venting the cab. Fly off... not if you put it on right. But a hood scoop is very functional... either plumbed into the intake or just to cool the engine compartment... or routed to the brakes (normally side vents) to keep them cool for rally racing.
